COES Oil Spill Response Training for PetroleumBRUNEI

From Nov. 12 to Nov. 15, 2013, China Offshore Environmental Service Ltd. (hereinafter referred to as COES) provided oil spill response training to the Brunei National Petroleum Company Sdn Bhd (hereinafter referred to as PetroleumBRUNEI).The trainees are the personnel in charge of such government departments as Marine Department, National Disaster Management Centre and Fisheries Department of Brunei.

In mid-March, COES and PetroleumBRUNEI, both reached an agreement on mutual cooperation, and the oil spill response training is part of the cooperative project. This training is designed to enhance the oil spill response knowledge and skills of PetroleumBRUNEI and other related government departments. COES experts provided the above-mentioned parties with practical trainings on professional knowledge & skills involved in graded oil spill response arrangement, oil spill response technology & challenge, oil spill response personnel competence and technical training, and other aspects. As a national petroleum enterprise in Brunei, PetroleumBRUNEI expressed a keen interest in establishing a national oil spill response system, and did some detailed consultation for COES on oil spill response knowledge & skills; the Marine Department is Brunei’s main organization which currently undertakes offshore oil spill risks, and both sides held in-depth discussions on oil spill response resource preparation and response procedure, etc. They considered that establishment of the state-level oil spill response system was an urgent and important task, and could also provide emergency services for other energy companies such as PBLNG and Shell Brunei. The Bruneian side hopes that COES could provide strong support for establishing the national oil spill response system in Brunei.

Both sides also came to an agreement on the next-step cooperation:

•Technical advice in setting up Brunei Oil Spill Response including financial and business model;

•To provide training covering the whole spectrum and scenario of oil spill;

•To work on long term strategies and policies on oil spill response.

In recent years, the relationship between Brunei and China has been developing soundly, among which the Sultan of Brunei visited China and the Prime Minister Li Keqiang led an economic & trade delegation to visit Brunei and participate in the meeting of the Association of Southeast Asian Nations, further promoting the cooperation between CNOOC and PetroleumBRUNEI. In this context, COES as a specialized company of CNOOC also actively strengthens cooperation with professional organizations like PetroleumBRUNEI, accelerating the development of overseas relations and their markets.
